variation in writing speeds building ISO file

I experienced important variations in writing speeds building ISO file (from 6x to 1x), IMGburn being the only application being run.
Is it due to my hard drive being too fragmented and will this have an effect on the probability of having a "Waiting for Buffer " warning during the Burning process.
