Does the 1 pass target quantizer equalize quality to the value you set on the slider? or what is it doing? will low motion scenes take up less space than fast motion?

It isn't "target quantizer"--it is the quantizer you set, exactly, for every frame (with the appropriate I/B-frame quantizer offsets).

This isn't necessarily constant quality; generally flatter/more textured frames need a lower quantizer than higher detail/higher motion frames. It will definitely use a lot less bits for simpler frames though; it isn't constant bitrate.

A 1 pass target quantizer will use the same quantizer for every frame. So it will use less bits for low motion as compared to high motion. But really it uses more bits when it needs to: for texture, dark frames, motion, ect.

I played with encoding for months before I decided to use Single Pass with a set Quantizer. There is no way you can look at a movie and make a guess on what Bit Rate should be used. Some movies can live with 700kbs and look great and others require 2400kbs. IMHO presetting a file size or bit rate is pretty useless.
