Hi!
I presume you want tomake it universally playable. If so, based on a simple Googlesearch, look at the multitude of programs available to convert the file to MPEG format:

If, in fact, you just want to burn it to a DVD in its DVR-MS format, simply burn a data DVD...

So is MPEG universal?

Yes...
And once you've converted to MPEG, you can always then convert the MPEG to virtually any other format you choose.

@Setarip
When you say "universally playable", are you referring to removing MS DRM protection? I have (and forgive me if this is any violation of the rules...i dont think it is) video DVR'd on my hard-drive (using an ATI Digital Cable Tuner) through WMC which can ONLY be played back using media center. When attempting to open it with any other media playing program (including WMP) i get a MS copy protection message.

Clicking on setarip¡s link there is a result in google which is a little software to remove the protection and leave the MPEG inside as is.
