Looking for a video epitome filter - details in thread.

I have a grainy video and also a higher resolution close-up video aimed at only one portion of that same scene. Are there any filters or programs that will create a video epitome of the close-up video, and then use that epitome to enhance the entire grainy video?
Vincent Cheung did some proof-of-concept work in Matlab back in 2005 but I need something that is stand alone or a filter that can be used with video editing software.
Any suggestions?

Sounds very possible. I'm sure someone that's better than me at AviSynth could cook up a filterchain if they have time :)
Perhaps this topic should be moved to AviSynth Usage, so those people can see it.
