1080p MKV files can be huge -- 13GB is not unusual. The most I can burn is 8.5GB via DVD DL, so how do I burn these video files to DVD?

Hi!
When you initially created the MKV file from your original source material, presumably from an HD-DVD or BluRay DVD, couldn't you have used a lower bitrate - or created a two-part MKV?
I guess you can also split it "after the fact"...

If they're yours, encode them to a lower bitrate from the original source. If they're downloaded, read the rules, especially rule 6. ;)

...how do I burn these video files to DVD?
Are you talking about burning a 13 gig file to a DATA DVD, or are you wanting to convert it to make a Video DVD that will play on a standalone? The answer to that question will make a big difference on how you go about accomplishing the task.

You can split file, use MKVmerge for this.
