When to use the temporal smoother and anti noise filter??

Hi!

What are the rules and settings for this filter? Should one only use em for pore sources and/or when putting long movies on 2 CDs with low bitrate?

I didn't anything in the forum, that describes it in detail. Where can I read about those filters?
