BBC Galapagos HD DVD is 1080i @ 29.97 fps
Is it possible (without re-encoding) to convert this disk to Blue-ray? (that I believe requires 23.976)

Yes, demux with EVODemux then mux to blu-ray with TSMuxer. I think at this point TsMuxer both de/re mux, but I'm not sure how to do it.

It is interlaced VC1 stream.
Hence the question, the thread you point to discusses ONLY properly done HDDVD where pulldown was used (and this one is NOT the case)

I have the BBC Galapagos HD DVD here in front of me and it is reported by EVOdemux as 1080p 23.976 fps.

QuadcoreHD gives your answer - you can convert it to Blu-Ray with TsMuxer as I did, and it's playing on PS3 with 29.97 fps just fine.
@Momber
Personally I can't decide what it really is from two option:
1) it's 30i
2) it's 24p but produced from 30i by blending fields (in other thread there was an opinion that it was originally 25i/50i)
But on PC I can only see frames as blended fields even with AviSynth/VirtualDub.

Galapagos, like Planet Earth, was originally aired in 1440x1080i50 (anamorphic) on BBC HD.

Maybe it's treated as 60i, that is allowed by Blu-Ray standard.
I checked again with AviSynth script and VirtualDub as a viewer. It's 30i and can't be easilly telecided to progressive, blended frames remain even after "telecide(blend=false)". And now I forgive my TV for blended result, it did its best. :)

Hello again.
I have to apologize - I was wrong.
The video on Galapagos is indeed 1080i 29.97 fps. TsMuxeR reports it correctly as such, unlike EVOdemux. Final proof was for me that the vc-1 stream processed with vc1conv to remove the pulldown flags ended up totally garbled when remuxed to BluRay with tsMuxeR.
So now to get back to the original question (and perhaps you will find this reply more helpful, sebus), here is what I did to create a BluRay:
Demuxed with EVOdemux. Loaded elementary streams into tsMuxeR, without any prior processing and without changing fps, and muxed to BluRay.
Created ISO (UDF 2.5) with ImgBurn, mounted with Daemon Tools and - voilą - PowerDVD 8.0 plays it back without problem.
I set the deinterlacing to "force weave", my refresh rate to 59.940 Hz and selected 29.97 in ReClock.... and it plays totally smoothly! Played back at 47.952 Hz (2x 23.976) OTOH it's jerky.

Sorry, no idea. I know almost nothing about BluRay standards, nor standalone players. I just do whatever it takes to play my stuff on the HTPC.

At least on a Sony 300 it will play a Mpeg2 1980x1080x29.97, 1280x720x29.97, 1280x720x59.97, And H.264 1280x720x29.97 without problem, it will play a H.264 1980x1080x29.97 not well, but that could have been my encode.

Well I just tested this on my PS3 and it worked great. I demuxed with EVODemux, converted audio to AC3 using eac3to and them remuxed to BluRay using TSMuxer. The resulting output was made into a UDF 2.50 image with ImgBurn and then burnt to a DVD9 disc.

I would be nice to be able to up-mix the 2.0 audio to 5.1 with some neat fuzzy-logic like Lexicon's Logic 7, wouldn't it?
I tried Plogue Bidule once, as discussed in the dts forum, but found it way too geeky for my pea-sized brain...
Anyone happen to know a nice tool for upmixing? Preferably one that doesn't require reading an 87-page manual?

I've always been under the impression that that sort of conversion is best left to your amplifier e.g. ProLogic II etc.

The download links are dead on the first page but if you look at the last page, tebasuna51 has kindly provided some new working links. I haven't tested this app as I have no use for it but it sounds like what you're after.

No I haven't. I saw the thread, as it is mentioned in the "Guides" collection, but it was this line that put me off:

Yeah, that's probably true. Unfortunately my amp is so old, it doesn't even have PLII :(
Then you can use PLII upmix built in "Nero Audio Decoder 2" or "Cyberlink Audio Decoder" (from PDVD). Build garph with GraphEdit and make the "Dump" filter as final destination. "Dump.ax" comes with GraphEdit. Then pass resulting file to eac3to to get 6 mono wavs or whatever.
Just don't forget to specify "Prologic" in audio decoder filters properties.
