Recommendations for a DVB capturing card?

Hi!
Total noob here. Pls bear with me. ^^

1) Can a DVB-T reciever decode a DVB-C signal?

2) I am looking for a reciever that is capable of saving MPEG-4 AVC stream losslessly, and without drop frames or any other glitches. Izzit possible? i mean, assuming i have clean input signal, can i just save the stream to HDD without drop-outs for hours?
