My experience with avisynth is very limited, I was wondering if this can be done.
I want to include an english AC3 track from a DVD soucrce to a video I have that has only japanese audio, but that frame rate is 23.976. Is there a way to make this happen, 29.97fps-->23.976fps?

So, you have two versions of the same source - one with english audio, and one with only japanese audio.
Why don't you just watch the version with english audio? :)

that frame rate is 23.976
So, from what I understand:
Video + jap = 23,976
English = AC3 from DVD
If you want to keep the AC3 untouched, demux the track you want in DGindex and mux it in mkvmerge.
If you want to convert it to something else, use DGIndex to convert it to wav, compress with lame, nero AAC, Vorbis or whatever you like and mux.
Be careful about sync (no framerate conversion, only delay the audio to match it to the video)
