Any one know about vobsub 2.38?

I have noticed that "vobsub 2.38 rev4x" has been released out recently. But i cannot find anything useful about it.
Who wrote the update codes for it?
And where is the official site of the new version?
No idea about it.

It was patched and built by clsid. The changelog should be in the zip file.

However it is not there.

p.s. And seems changelog was never included with clsid builds in that way. Web-based release notes are used instead:
