This one is driving me nuts. When I try to compress my audio
in Virtuldub the only selections I get are from 56k down to
8k I can't get it to show anything larger such as 96k or 128k.
I don't know if it is a Vdub problem or something in windows.
Can anyone help me with this ?

Click the 'Show all formats' checkbox. Failing that, encode in Lame and multiplex with Nandub.

Install the Radium MP3 codec (hacked Fraunhofer). Perhaps you had it already, but after the installation of some software it has been overwritten.
