Blu Ray Menu creation programms? howto?

Hello all,

i am searching for some tool to create a basic bluray menu.
where i can choose to watch movie1/2/3 ..
i want to put more then 1 movie on a disc.
So putting menu on it should be nice..

but i am trying to get it working on scenarist HDMV with designer in photoshop cs .. but can't get it to work :|

anyone can help me on any way to get a menu onto a bluray disc?
