why does dvd2svcd open cce twice

Whats it doing when it opens it for only a sec then opens it again and encodes?

I believe it:
- opens CCE
- saves an ecl file
- closes CCE
- modifies the ecl file
- re-opens CCE
- loads the modified ecl file
- starts encoding
