I have the same problem with 2 sources: one is anime and the other is live action. Interlaced footage encoded as progressive at 29.97 fps. I'd like to remove the artefacts and bring it back to 23.976.
Anime:
Source = NTSC DVD
DGIndex tells me: 99.98% FILM, Progressive, frame-based
Ignore pulldown flag (changes the duration): pattern=4:2 (4 interlaced 2 progressive)
Honor pulldown flag or forced film: no pattern at all, about 50% of the frames have interlacing artefacts

I tried decomb and tivtc, but nothing worked... maybe it's just my settings and that someone will have an idea of what to do...
The best results I got was with blur(0.7): some lines had disappeared, but the black edges had not, so the ghost images were still visible.
The following is the first chapter of the DVD. I didn't cut it because the interlacing pattern is just... weird and I didn't want to upload a modified file, so anyone wishing to see it will have to spare 156 Mb of bandwidth :p

I had an idea but I don't know if it can be done... and if it'll help, but is there a way to split the frames in field, delete some that create visual issues and recreate the frames without interlacing artefacts??? This is a BIG guess since I'm not used at all to this kind of footage.

I don't even know if this can be resolved... it clearly follows a 3:2 pattern, but the "combing" is unusual. Since it's a VHS, the images were blended together, resulting in a ghost image (look at the hair).

Can anything be done to remove the artefacts? No need to tell me anything about other visual bugs, the only thing I can't solve is de-interlacing.
It doesn't really affect viewing experience, but it reduces compressing capabilities since I don't know how to bring the 29.97 fps back to 23.976 properly.
