I used the Lagarith codec to create an AVI file in Sony Vegas. File seems to be 4:3 720x480. When I play it in WMP it has bars on the top and bottom and the video codec in WMP shows "--". How if you encode with Lagarith do you get WMP to use it to play the video back? Guessing that's why it's displaying smaller than it should because of the wrong codec being used or none.

Maybe WMP thinks this video has a different DAR, and is trying to correct for this.

Try playing in Media Player Classic, and see what happens...

720x480 is not 4:3. It is 3:2. And, I think, Lagarith codec doesn't support anamorphic encodes (with Pixel Aspect Ratio not equal 1:1) so you need to resize your source to 640x480 (or other 4:3 dimensions) before encoding.

My original capture in DV is from GSpot:

SAR: 1.500 (3:2)
DAR: 1.333 (4:3)

Converted with Lagarith or Uncompressed get:

SAR: 1.500 (3:2)
DAR: 1.333 (3:2)

Should I assume then that it's properly encoded? It seems it's encoding in atmospheric format which would explain the horizontal bars, however the video plays full screen thru the VCR so shouldn't think it's atmospheric.
