Can ATI HD2600 GPU decode H.264in mp4 or mkv container thru ffdshow or CoreAVC ?

Or would it require some decoder ?

Your GPU is currently not compatible with ffdshow or CoreAVC. Depending on the CPU, CoreAVC *might* be able to decode it.

If you really want your GPU to decode, get Cyberlink's PowerDVD 7.

Actually, try the most recent builds of MPC Home cinema, with mostly-working DXVA.
