Field Order determined by Capture Card?

I have been told that it is the capture card itself that determines the field order in captured video. Is that correct? Is there a standard for field order? Is there a program which will tell me what is the field order for my captured video or is it just hit or miss?
I'm using an ATI 550 card and capturing NTSC video.

IIRC, it depends on what standard you're adhering to. DV is BFF, and DVDs are usually TFF, but it depends.
