Anyone familiar with VideoPack 5?

I'm trying to figure out if VideoPack 5 is capable of authoring a VCD with chapters. I see how to add entrypoints for a video element in the project, but I don't see how you set it up so that a menu can point to any of the chapters in the movie. The only thing I see is that you can get a menu to point to different video elements within the project but, like I said, not to specific chapters within a movie element.

Can anyone shed some light on this?
