I know this might sound stupid, but can the DTS and Dolby Digital sound from the DVD get encoded to the SVCD? I know it probly doesn't but is there a way or is there developments upcoming that are working on this?

The way DVD2SVCD works is that it takes the Dolby Digital audio stream and encodes it as Dolby Pro Logic. DTS is not supported.
SVCD spec, yes there is a group that decided this, calls for PCM audio. Which in simple terms is analog based audio in a digital form. Laserdiscs and music CD's use this too.
