what should GOP be set to if i'm encoding an NTSC 23.976 video to DVD? does it matter if its 23.976 or 29.97?
also, should 3:2 pulldown be applied if its 23.976 and unchecked if its 29.97? or vice versa?

Load your script in HC. Then hit the Make DVD Compliant button. Look at the settings it sets to get the answers to your questions.

i did, i was just wondering because "autogop" is checked, but there is still a number there in which you can move up and down. the number that was there was 12 and i googled around and saw that 15 gop length is ok for NTSC. does it really matter?

Yes, it matters. The maximum GOP size is defined for DVD. And if your source is 23.976 and you add pulldown, that changes things too. Leave it at what HC sets unless you know what you are doing, otherwise you may get a non-compliant DVD and some standalones won't play it.
