Title says it all. I understand that for a while there was a problem with libavcodec (and by extention, FFMPEG, MEncoder, etc.) not respecting the maximum bitrate in 2-pass MPEG-2 encodes. Is this still the case or has it been fixed?

Is there anyway to scan the file and see what the maximum bitrate is, to see if the encoder respected the maximum or not?

Anything free? :D I know there's a trial, but it would be a handy kind of tool to have further than 21 days in the future.
