Working in Scenarist 3
I have 2 MPEG streams which I flagged 16x9 and brought them in as tracks for an intro and loop menus....no problem.
However, when I bring in stills to be used has menus..how do I register these as 16x9 and not 4x3?

In data editor, click on your asset (you can Ctrl-click all your stills). In the property browser select 16:9 from the combo box next to aspect ratio. You can make stills register as 16:9 on import under settings>default settings.

Thanks for that!
I got that far and now here's the new confusion I'm having:
I made a set of 8bits for the buttons. One is 720x360 (Letterbox) the other is 720x480 (Wide). Both have been laid in the track for the Main Menu with the Wide/Letterbox button applied for each.
The problem is that players will not display the buttons correctly? Is this a player function or is something wrong with my authoring?

One is 720x360 (Letterbox) the other is 720x480 (Wide).
If you create your letterbox sub at 720x360 you have to align it manually. In simulation window switch to LB mode and Show Original Subpicture.
In Subpicture and Highlights - Advanced Effects you have to adjust the values for "Image area" (Y1 from 120 to 60 in your case).
Note: LB and PS video is scaled or cropped by the player and then mixed with the subpicture (the subpicture will not be cropped or scaled).

Ah okay, try the following:
Open your letterbox sub in Photoshop. Add canvas (centrally) to make it 720 x 480. In your scenarist track make sure you have just the letterbox button depressed for your letterbox sub and likewise the wide button for your wide sub.
If you've already brought your track into your scenario....In scenario editor click on your PGC and in the property browser check that the subpicture decoding streams are the same as in your track.
I normally work on PAL so I'm not sure about the numbers (whether 720 x 360 is correct) but there is a decent guide to all this in the scenarist help.
