Can blocking occur if this setting's altered, specifically in scenes where there may be fire or in dark areas in general?

My guess would be that it would depend whether or not the b-frame would have a higher quant value then the other frame that would normally be there (or even if it had the same quant value, wouldn't the compressibility of b-frames cause it to block more? which is kinda just asking the question you asked again... :p)

I could be wrong though so please don't take my word on that :)

You have some weird idea of "compressability". If something is very compressible, that means you can encode it without many artifacts.

And B-frames always have higher quant than the nearby P-frames. --pbratio makes sure of that.
