is it possible to rip a data cd as an audio cd? and end up with a 16-bit pcm wav audio file that you could then again burn to make the same data cd?

I think you could, possibly, depending on how it's laid out. The error checking should be compatible.

But why would you? ISO/BIN (and all the variants) have been disc image standards for years, much simpler to work with.
