Hallo!

I'm totally new to en/decoding and I have a problem which couldnt
solve on my own.
I have a .ts Video File in 1080p and i want to have it in 720p because 1080p requires to much harddisk space and my computer is to slow to play 1080p properly.
Can someone explain me how i can manage to get this File in 720p?
(The Videofile seems to be VC-1, because i needed Cyberlink PowerDVD to play it).
It would be great if someone could explain me how to do this step by step!

Greetings
