If anyone wanted to get a sharper picture should he turn it off?
Does inloop filter reduce bitrate to get same quality?

It certainly doesn't reduce bitrate by much at all, and the quality usually suffers with the introduction of artifacts, blocks, mosquito noise, and other ugly effects. If you want a sharper picture, either lower the deblocking settings a bit or simply use a sharpening filter.

As DeathTheSheep said, your best bet is to simply reduce the deblock filter settings. Lower the alpha (the first number) to decrease the strength used and lower the beta (the second) to reduce it's sensitivity. I personally like to use -2:-1 or -3:0, but there is no "best" deblock setting, since no movie is the same as another, and it's all highly subjective to your tastes. Now that you know though, try testing it and see what you like! :)
Edit: I may be wrong on which one is alpha and beta, but I know the first number controls deblocking strength, the second one controls sensitivity.
Edit 2: Someone actually said to go and try testing every possible deblocking combination, and that's exactly what I'll be doing soon, so I'll post a comparison soon.
