The sticky says "There will never be a new encryption on DVDs" and that DVD Decrypter (final update was released in 2005) is the one to use. A few others are also mentioned. How can you say that "there will never be a new encryption on DVD's" ? What about Arcoss? The argument that encryption has to be able to be handled by all the legacy DVD players does not mean there could not be a new encryption.
Also why no mention of AnyDVD ? It comes our with updates almost every month or two. If there is never any new DVD encryption, then why does AnyDVD release updates? Are they useless?

You might also note that the Q&A was written in 2002, long before any of the advanced copy protection schemes (not even encryption, according to LIGHTNING UK!) were in use.

How can you say that "there will never be a new encryption on DVD's" ?The encryption system on DVD is CSS. Always will be. It's broken. For good.
What about Arcoss?ARccOS has nothing to do with encryption. It's an obfuscation tool to exploit the difference between the standalone an PC-based players.

Some posters in this thread and the thread you were directed to by "linx05" make it a question of semantics.
You are absolutely correct, if you substitute the phrase "copy protection" for "encryption" in your questions and statements here...
As far as stickies being revised/updated, that doesn't occur very often here ;>}
