Used MainConcept Mpeg Encoder to make a DVD .Mpeg file.
Is there a way to preserve the quality of the mpeg and convert to VOB for authoring/burning and which software should I use.

Hello and welcome to the forum,

If you encoded a DVD-compliant M2V, then there's no reason it should degrade at all when being authored. Maybe you've had some unpleasant experiences with one of the authoring programs that likes to reencode just about anything you hand it.

If the video is compliant, and you have compliant audio, then the free version of Muxman is about as good as it gets, but without menus. If you want menus and you want free, then DVDAuthorGUI or GUI4DVDAuthor come to mind. If you don't mind spending a little money, TMPGenc DVD Author is good. It has a fully functioning trial to help you decide if you want to fork over the $70 to buy it.
