If this is the only disk that is misbehaving, then your reader is probably OK . . .
OK. Here's the thing. I've obtained my, at least 2nd but hopefully, 3rd copy (it's a possibility I may have been given back the 1st one . . ??) of this movie and it would appear I'm having exactly the same hassles.
What I can be sure about is;
I've ripped many a movie from disks that have all pretty much come from the same source. They've all been in slightly used but good condition. This movie is the ONLY movie I've had issues with.
From what I can tell, (could be wrong) those issues have occured in exactly the same place in the movie.
So my procedure has been;
Start with Ripit4me which puts DVDDecrypter to work. It does (movie only) it's job (seemingly) without a hitch, reports no errors.
(At this point, may I copy in the Ripit4me log)

At this point a Ripit4me dialoue box pops up saying (paraphrase) "Your disk is dirty and/or scratched. Would you like to remove, clean and replace disk in drive and let Ripit re rip the problem files?". Once I click yes, DVD Decrypter seems to get thru VOB files 1 & 2 OK but all hell breaks loose in VOB files 3 & 4 and beyond. And, as I've said b4, it soon all comes to a grinding halt . . . . !!??
Is there just a small chance that this isn't a coincidence and that there is some different encryption thing or SOME thing going on with this particular movie rather than straight out "damaged disk"?
May I state again, I've NEVER had an issue with any other movie and that they've ALL been in similar condition and from the same original source. . . .!!??
