Is it possible change framerate depending on audio?

I have an NTSC movie that plays fine and the audio from an OLD VHS that is PAL if I change the framerate of the video tracks to 25 fps is in sync but I lose the first audio track.
Is it possible to play at 23.97 fps if I use a track and change to 25 fps if I use the other one in mkv?
