ummm....DVD2SVCD of course! :p
Read the guides and FAQs.
SVCDs will play on your pc if you have the appropriate software.
As for whether it will run on your player, it depends. Check out you player's capabilities here:

SVCD's run on 70 to 75 % of all standalone DVD players with no trouble. After you make an SVCD check to see if it runs on your player. If it doesn't, you may have one of the 25% or so standalone DVD players that do NOT support the SVCD format. You may want to consider buying ANOTHER player that supports the format
Bring your homemade SVCD with you to a store and check if it plays on a number of different players. I recently bought TWO basic DVD players from Wal-Mart as Christmas presents for my son and daughter-in-law. I brought my home made SVCD with me. It would NOT play on the basic Phillips model they were selling but it played just fine on a GE 1101 (Shinco clone). I bought two of the GE's ... They were about $125 each, had no component output, but gave a decent picture through the composite output and a noticeably better picture through the SuperVideo output.
My daughter-in-law has already "borrowed" a few of my SVCD's with my "be careful how you handle them, hon !" warning - lol
