In the advanced CCE settings there are 3 values which can be altered, mine are defaulted to:

VBR_Bias 25
Quality Prec 16
VBR_Passes 2

What would you recommend as better settings.

I am worried about Quality, and time is not an issue, it can run long so long as I get better quality.

Thank You.

The default values are ideal for most discs. They were selected based on many, many tests and encodes.

jdobbs, what is your opinion on setting the vbr_bias to 0 coupled with bitrate redistribution? would there be wide swings in bitrate and quality? i've only tried it on ~3500 bitrate sources. i didn't notice much of a difference, but thought i'd ask about it. thanks.

There'd be wider swings in bitrate, but not necessarily in quality.

Where you may see a difference is in black or fade-from-black scenes. The lower settings seem to increase the likelihood of blockiness in those situations. But it typically only shows in low bitrates. On the other hand, it probably helps with sudden action scenes.

Bitrate redistribution being set/reset wouldn't have a lot of effect related to vbr_bias. It is a much less granular setting that balances bitrate between segments.
