As you know, VDubMod will not open ASF files starting with version 1.3d.

Well, I came across a file a few months ago that I wanted to edit but could not do so because I was running 1.5. So I downloaded and installed v1.3c. I even think that I uninstalled 1.5 first and also clicked on some registry files that were included with v1.3c at some point (again, this was several months ago, so my mind is not entirely clear). Yet when I attempted to open the file in 1.3c, the same error about having the patent showed and I could not open the file.

Was there some not-so-common proceedure I was required to follow that I must not have in order to keep this from happening?

Not for all ASF/WMV files, but...

You can use VirtualDub-MPEG2 (http://fcchandler.home.comcast.net/stable/).

Required VfW codecs of course - can use ffdshow VfW wrapper.

Or try Avidemux (http://mulder.dummwiedeutsch.de/home/?page=projects#avidemux).

Or use Avisynth script and VirtualDub.

Or MediaCoder (http://mediacoder.sourceforge.net/).

If you install Avisynth on your system and then use the directshow input option that VirtualDubMod offers on video-file open dialog, provided that the codecs used within the ASF-files are present on your system you will be able to edit this ASF-clip but will only be able to reencode it. This because the directshow-filter already decompress your clip.
