AC3Filter - can't open config?

Just reinstalled XP Pro SP2 etc and installed the latest stable AC3Filter, and I can't get into config - no errors, just makes the windows "dun" error noise and does nothing?
Help?

There was a new version release today,Sat, 08/18/2007,
try uninstalling and installing this version.

Cut and paste...
