I was wondering if 32 khz would be enough for the audio part of regular vhs and video 8? I think it's enough fidelity for these but would like to hear from someone who knows more about the subject?

Standard VHS tapes usually don't even make it to 10kHz for audio so 32k sampling (intended for 15kHz audio) should be fine. Even tapes with HIFI audio usually don't make it over 15kHz and for a large number of the human population > 15kHz audio can't be heard anyway.
Having said all that, you might as well do 48k sampling. It doesn't take up that much space and is generally accepted as the defacto default rate for TV.

If you intend to go to DVD then I would stick to 48khz.

If you are importing via DV, go with 48kHz. It doesn't take up any extra space in the DV data stream. Also, if going via the DV route, 32kHz is compressed.

VHS HiFi can go above 20kHz, but with poor SNR.
