Help needed from Matroska experts: Block timestamps -> Presentation and decoding

When trying to convert MKV to TS I need to generate presentation and decoding timestamps. I'm assuming that I can directly map MKV block timestamps to presentation timestamps. But how do I get decoding timestamps for video?
