CloneCD uses the .img extension, but your question is very vague.

I'd recommend ImgBurn. Made by the same guy that made DVDDecryper. It uses the same disc burning/reading engine that was in DVDDecrypter but developed further.

It can create an ISO/IMG file from DVD Video files if that's what you mean...

ImgTool Classic does it. Select save as .iso or .img.
