TMPGenc: What is the difference between the templates?

I've been burning my own VCDs for a while now, thanks to the help of many a kind soul on this forum, but there is still something which I haven't grasped fully:

There are four templates for burning ntsc VCDs. (I think I know the differnce between PAL and NTSC). I've been using the first, but I'm still curious what "NtSC film" and "1246kbps" means?

NTSCfilm is 23.97 fps,

and the 1246kpbs is trying to increase the video bitrate
but reduce the audio bitrate, so the final result is
image quality improved.
