Manually crop each frame differently

Is there tool for VDub for cropping each frame differently?

Need to make 16:9 out of 4:3 video.
or could You name any other programm what can handle this.

How do you want the crop chosen?

Following a repeating pattern
Finding black bars
Manually choosing for each frame :eek:

Hmm, setup output frame size and click every input frame or drawing line through the frames and later moving center points up/down/left/right to automate the process.
