Adjust luminance gain cannot reach 4

The new option to select the luminance gain for HC encoder cannot reach '4'.

As stated in the HC pdf you can choose 0 through to 4. If I try doing this in DVD Rebuilder I can only get up to 3. A work around for this is by changing it in the .ini.

Frankly, the setting of 4 should probably never be used anyway.

But I'll look and see why that happens on some systems. I think it is related to screen resolution, and the dragging of the tick-mark isn't coming out right.

No matter what I did... I couldn't get the slider to go to 4... I can slide it all the way to the end but it still shows 3 and when I go back it shows 3.
If I go into the rebuilder.ini file and change it from HC_LUMGAIN=3 to HC_LUMGAIN=4 it shows 4 on the slider.
