PTS underflows

Okay boys and girls, everyone who muxes with BB must have had this already. No matter if I do VCDs or SVCDs, there always there.
My questions are:
*) What happens here technically?
*) Is a file with like 15 of those still (S)VCD compliant?
*) Is there a way to get rid of them?
Thanks a bunch for an answer ;)

If you're getting lots of PTS/DTS underflows, it's an indicator that either your video bitrate is too high (e.g., for SVCD it can't be greater than 2600 kbit) or that your combined bitrate is too high (for SVCD , the limit is around 2724 kbit) In all my svcds, that seemed to be the root cause.
With about 10-15 of those you might not have a huge problem, but ideally you don't want any, since they can cause audio to lose sync. Also, if you have a good player that can handle the odd bitrate spike, you won't notice it.
As for what happens technically, I don't know. I did some web searches and the links were sparse, and some were extremely complex. Maybe I'll get back to them one day.

Simply set your forced mux rate to 0 (means automatic).
Every good tutorial tells you that setting ...

If you set the mux rate as auto, would that mean that the result could end up being non-compliant?
