How can I convert ND AVC to PSP?

I've tried Staxrip PSP profile, Nero Digital and SageTV's Built-in ffmpeg encoder and they all fail to import Nero Digital AVC files. How can I re-encode this to a PSP compatible video file?

Yes I have. It goes through the 1rst pass and then craps out to 0.00fps

Maybe it's a fluke file though. I will try another one and see...
