What is CCE Patcher?

I came across this program at a french site, and I think it has something to do with altering the quantization matrices in CCE. (some users will know that you can alter them manually in of tmpgenc) I think it gives you a bunch of optimal choices for cases like "low bitrate" , "high quality" etc. Has anyone made use of this patch, and does it give good results? I haven't installed it because the readme files are in german or another language.

yes, cce patcher pushes some predefined matrices into cce. it is quite interesting as these guys have copied matrices from various film companies in order to give those films the optimum quality.
this is the theory but i have not been able to find out if this is wishful thinking or reality.
and, of course, cce patcher changes demos to full versions ;)

damn, if they're using matrices from film companies, that ought to be good. Worth a try I think.

best matrices are created from experienced svcd-coders ...
note that film companies extremely often use wrong and bad matrices which only lead to good viewable results with high dvd bitrates.
for low svcd bitrates you need matrices from these svcd-specialists ;)
(the best arenīt even in the latest cce-patcher 0.20) ...
