Telecide. What am I doing wrong?

I had to format and reinstall everything. When I got everything set back up I go to run an encode and I get an error called " there is no function named " telecide " I thought I re-did everything the way it was before the format. If you can give me ideas on what I can do to fix this I would really appreciate it.

I cap progressive using an ATI AIW card in MPEG2 720x480.
This is the telecide syntax I was using before that is now not working.

telecide(guide=1, post=0, dthresh=0, vthresh=0, gthresh=0, back=0, bthresh=0, nt=0)

Put decomb.dll in your Avisynth plugins directory.
