Is there a mandated time that the FBI warning must be present on the screen?

The MPAA might have some guidelines, but I doubt that there is anything official. Its pretty clear that the studios spend no money on those, as some studios have been using the exact SAME warning screens for years. Some of them look like they were produced in real time on an Amiga.

I ask the question so I know how long to place the warning on the screen when creating a dvd. I'm assuming there is a legal time it must be displayed. There must be a standard the studios are held to .

I'm pretty sure it's the studio's choice whether or not to threaten it's customers, and for how many seconds to do so...

Yes, but is it... they're just there to make money... they're hardly the promoters of more-morals, less-war or bastions of a better world...
In a sense... movie ratings and age restrictions were self imposed to overcome a wild-west, do-as-you-please attitude which was hell-bent on destruction...
I guess, with maturity and change they have proved that 'no industry is an island' ...

Its very simple.. just time a couple mainstream dvds and use the longest duration. That way you are guaranteed to be compliant. Make sure its not skipable . from what i could find its seems to be part of CSS spec but its hard to find info on it. (not surprisingly)

:devil: There no minimum time that you are required to display the FBI warning and it is completely meaningless to the 96% of the world who are not under FBI jurisdiction. This answer applies only in the countries occupied by the 96% of people who are not US resident. In the USA, who knows? :D

If you are producing a film and want some legal protection, you would be better placing a copyright notice on your DVD.
All commercial films have such notices in the trailing credits .
The reality is that FBI warnings provide little legal protection, rather they are a means of distributing MPAA propagander.
And i hate the analogy of a kid walking into a video store and stealing a physical DVD and comparing it to downloading 1's and 0's claming that is also theft.
The reality is that in most jurastictions, you can't steal 1's and 0's that make up a digital representation of a film although you can infringe on the holders monopoly rights by downloading it.
Pity the propagander seems to have worked on some weak senators where in some places downloading is now a criminal offence.
Guess these senators know which side their bread is buttered on

The purpose of a copyright notice is that, to give notice. So as long as the warning is up there long enough for someone to read it, than its served its purpose.
In some countries the only way to obtain a copyright is by publishing the work WITH a copyright notice on it. So at least in these countries, the warning is a necessity.

As i understood, the copyright notice is what is usually included in the end credits of a film. For example, its something like "Copyright 2006 Warner Bros Entertainment Corp". There is no rule as to how long it needs to be shown, only that it is part of the work.
The FBI warning on the other hand is just that, a warning. Pity it contains suspect claims as to what is actually rule of law.
Then again i may be wrong as copyright law is extremely complex. And it is for this reason that many lawyers disagree with making copyright violations a criminal offense in anything but gross violation for commercial profit.

My guess is it's a totally voluntary act... for example, none of my Criterion DVD's have a FBI warning on them.

Only if they are billionaires either way in the way how the whole law system works with indirect "representatives". But who knows, there was slavery in the past, today it just has another name and is less "compelling" for you to comply with (of course not in the USA because they still exercise death penalty in some states - soon for all P2P users, even the already dead ones who are using P2P!)
But back to a less cynical attitude, lets throw in a number.
I say 5 seconds for the totally useless FBI warning.

Well, hopefully you'll be able to protect that which is valuable to you... even if the FBI can't... be it video content, your house, family or backups for your PC when all hell breaks loose and the HDD crashes... or worse still, gets struck by lightning and the whole PC fries...
