Hi, I'm going to encode a captured "movie" from digital satellite source, it's captured with MJPEG codec at quality 19, 480x576,25fps,PAL (4:3), 24bit..
it's 45min and 43sec long... and i want to encode it to SVCD ofc..
i don't want to reduce the audio quality it should be 224kbps, so what settings should i use to get the best quality for a 44:43min SVCD on 1 (80min) CD? (I'm using TMPGEnc)

You can get 800 MB on your 80min CDR, so your Video should have 800MB/46min = 17.4 MB / min as datarate. And further on, this is 17.4MB/min = 296KB/sec = 2375 kbps as total datarate. Then you wish 224 kbps for audio, then you must set 2375kbps-224kbps = 2151 kbps as video bitrate... :D
In TMPGEnc set encoding to VBR, avg. = 2150, max. = 2400, min. = 0. This should do it.

Just curious as to the rationale of recommending 2400 max when total bitrate calculates out to 2375.

The total combined bitrate is 2375kbps.
so 2375kbps (total) - 224kbps (for audio) = 2151kbps (for video)
The audio is a constant 224kbps, but the video is variable, so it just has to average 2151kbps over the whole length of the movie. The max rate at any one time is determined by the SVCD datarate limit.
The max combined data rate of an SVCD should be 2600kbps, according to the SVCD guidelines. If you go any higher you will be violating the SVCD specs and some players may not be able to play the video.
So, 2600kbps (combined MAX) - 224kbps(audio) = 2376kbps (video Max)
So 2400kbps Max is close enough.
