I've been using Nics WMEnc (WMNicEnc.exe) to encode HD video from AVS files for a while now.
All of a sudden, something strange has been happening. It ALWAYS encodes videos at 23 fps (instead of, say 23.976), regardless of the FPS in the AVS file, and regardless of the fact that I put "23.976" into WMNicEnc.
It does this with ALL the WM9 codecs (9, and advanced, etc).
There's nothing I seem to be able to do to get WMNicEnc to encode at the proper FPS... it just does EVERYTHING at 23, which of course makes the resulting WMV skip.
