The encoder application (WME9) supports inverse telecine for going from 29.97i to 23.976p, though most Avisynth IVTC plugins would likely be superior in quality and accuracy.

The WMV9 codec does not support flagging 23.976p bitstreams with RFF flags in order to produce 29.97i "soft pulldown" output.
