Adding chapters with PgcEdit

I have a DVB recording (VIDEO_TS structure) that sadly has no chapter points. Can they be inserted w/o re-authoring the DVD (I'd simply like to add a chapter every 5 mins) e.g. with PgcEdit (or another freebie)?

You can not do it with Pgcedit - use "Cell Split Mode" in Vobblanker instead
