I have an mpg1 stream (vcd compliant it seems) which is 352x288@25fps
problem is that it is stretched vertically when I watch it so I have to resize it to 352x240 to get a correct A/R
What tool should I use ?
I tried with flask/xmpeg but the only output format I get is AVI while I want to output as mpg.
Is there a plugin for those programs ?
Or should I use another ?

You can use VirtualDub for this (frameserv into TMPGEnc). Open the MPEG stream in VirtualDub, set the audio to direct stream copy, and the video to full processing mode. The open the filters settings and load the rezise filter. Resize to 352x240 and then check the "Expand frame and letterbox image" and set the size to 352x288. Then start the frameserver and load the vdr/avi in TMPGEnc and encode away!

Do you want to permanently convert to 352 x 240 or only for viewing?
I feel that aspect ratio is set right when you watch this on TV. Check out this guide http://nickyguides.digital-digest.com/index.htm and click on Aspect Ratio topic for more info.
How is display in the computer's FULLSCREEN mode? Is it still distorted?
